What stage are we working on now?
Detailed Minerals and Waste Development Control Policies and Preferred Areas Regulation 25 (2008)
While the Core Strategy DPD is emerging, a further part of the JMWDF will be prepared, which will deal with the detailed policies for mineral planning in the Berkshire area. Site proposals will identify specific locations where it is proposed mineral working will be most appropriate to meet the needs of communities within the area, and Berkshire’s economy. They will be accompanied by policies that will guide the way such sites are delivered while protecting peoples’ living and working environments, and the natural and historic environment.
During the preparation of this document, the Government introduced a series of new Regulations governing the process.
Under the old Regulations, we carried out one stage of consultation, known as the Issues and Options stage. This summarised the challenges the document had to address, the policy options for doing so, and a long list of possible sites that might be used to carry out our minerals and waste strategy. The responses to that consultation, along with other work we have undertaken, enabled us to narrow down our choices on sites and policies in the present document. A number of sites had to be deleted from the list because they had been developed for other purposes, because the owner had no intention of using them for minerals or waste purposes, or for other reasons. We now have a more focussed set of policies and a list of sites on which there appears to be a good chance of minerals or waste development taking place.
However, this is not the end of the story, new regulations have been introduced governing the preparation of plans. We are currently preparing to carry out one further stage of consultation, above and beyond what the new Regulations require of us. The changes that result from this should enable us to prepare the version of the document that we submit to the Government for an independent examination in front of a Planning Inspector.
