The New Joint Minerals And Waste Local Development Framework
Under the provision of the Planning and Compulsory Purchase Bill 2004, the six unitary authorities in Berkshire are producing a Joint Minerals and Waste Local Development Framework (JMWLDF). This will replace the Replacement Minerals Local Plan for Berkshire (adopted with modifications in 2001) and the Berkshire Waste Local Plan (adopted 1998).
This Framework is best regarded as a filing cabinet made up of individual drawers which each contains a number of different documents. The Berkshire Unitary Authorities have jointly agreed that the following documents will be required in relation to minerals:
- Joint Minerals and Waste Core Strategy
- Detailed Minerals Development Control Policies and Preferred Areas
- Proposal Map
- Joint Minerals and Waste Local Development Scheme
- Strategic Environmental Appraisal/Sustainability Appraisal
- Joint Minerals and Waste Annual Monitoring Report
- Statement of Community Involvement Protocol
What stage are we working on now?
Joint Minerals and Waste Core Strategy
The Core Strategy sets out the long-term spatial vision for Mineral and Waste development in Berkshire and the strategic policies and proposals required to deliver that vision.
Detailed Waste Development Control Policies and Preferred Areas
This document deals with the detailed policies for mineral planning in the Berkshire area and sets out mineral site proposals.
Sustainability Appraisal/Strategic Environmental Assessment (SA)
The policies and proposals in the Local Development Framework are assessed to ensure that they promote the aims of Sustainable Development.

The Joint Minerals and Waste Annual Monitoring Report 2007
A statutory document which monitors the implementation of the Local Development Scheme and the extent to which policies contained in the Development Plan Documents are being achieved.
Statement of Community Involvement Protocol
Each Local Authority is required under the Planning and Compulsory Purchase Act 2004, to set out how members of the public will be consulted and involved in the new planning system. This must be set out in a formal document that will be examined by an independent panel.
